Absolutely...

... for a period of several years he was the most dominant closer in baseball.

In fact, it can be argued that the way Herman Franks started using him, and his effectiveness thereof, defined the role of closer as we now understand it.

For a couple of years -- his first two with the Cubs -- his splitter (which a lot of hitters had never before seen) was nearly unhittable.

He'd get my vote.

Another Yes

Sutter absolutely belongs in the hall of fame.  He had an out pitch that changed baseball in a couple of ways.  First, other pitchers went out and learned the pitch (or one close to it).  Second, according to Mike Krukow, hitters all over the league shortened their swing because of the increased use of the splitter.  In addition, Sutter often went up to three innings to earn his saves.  He was the equivalent of both a set-up man and a closer as we see in today's game.

Big Lee Smith should be in there right alongside him.
