I'm not a big JJones fan, but look at the stats of Lugo and argue that Lugo would be a huge improvement. I'm not so sure. [Jones' career OBP: .328 (.334 in 2006); Lugo's career OBP: .340; (.341 in 2006)] And Lugo would cost twice as much, which takes away money for pitching.
