Front Office Philosophy?

Hey Guys! Been reading for a little while and a die-hard fan since 1980.  I wanted to see what you all think about what seems to be a lack of success in the Cub's front office philosophies (drafts, free agency, practice, etc.)  It seems to me that we have a recent history of pitchers who have control problems, is this Rothschild's system fault or something else.  We have drafted or obtained players with great athletic potential but they seem to me for the most part not to be good baseball people (of course with some exceptions.)  Also I have noticed plenty of "hacking" batting practice but very little fielding or situational hitting practice. Where does the philosophy begin (McPhail,Hendry, Baker, Rothschild) and how can we change a whole system style to compete today.  Thanks!
