It appears that is a member of the ’41 Cubs. Here is the jersey:
The ’42 Cubs had a similar jesey, but the had the “Hale America” patch on their right breast:

1941 is probably correct, though. (The player involved was with the Cubs for more than one season, there’s your only clue.)
