Cubs avoid arbitration with Gregg

CHICAGO (TICKER) —The Chicago Cubs on Monday agreed to terms with reliever Kevin Gregg on a one-year contract, avoiding salary arbitration.
Financial terms were not disclosed.
Acquired in an offseason trade from the Florida Marlins, Gregg went 7-8 with 29 saves and 3.41 ERA in 72 appearances in 2008. He tied for the National League lead in relief wins and ranked eighth in saves.
Gregg, who likely will be used in a setup role with the Cubs, is 18-21 with 62 saves and a 4.00 ERA in 271 career appearances.

MLBTR has his contract as 4.2 million.
Anyone know how arbitration works? How is it that Gregg gets awarded a 4.2 million dollar deal but Felix Hernandez, surely the better pitcher, gets 3.8 million. Who makes these decisions?
Gregg didn't get "awarded" anything.
This was done in negotiations with Jim Hendry. No arbitrator was involved. Don’t know if Hernandez’ deal was negotiated or arbitrated.

If I am correct, both sides submit a dollar amount, and then it is on from there, with the two sides ripping into each other, the team trying to explain why the player is not good enough to be paid, the player explaining how the team is horrible without his awesomeness.

but both sides do submit a salary amount, and it goes from there.

this is a contract right on for a top set up pitcher, next year he is a FA.
He will have a good year

I’m in the apparent minority around here because I think Gregg is going to have a solid year for the Cubs. And I could care less if he leaves via free agency next winter. Teams are always trying to catch lightning in a bottle with set-up men. We got two good years out of Howry, but the third year was a dud. That is about what to expect. Hence why I’m not inclined to offer up a three or four year contract to anybody except to Carlos Marmol.
Here is hoping that Marmol is up to the challenge of being closer. I think he is but we shall see.
