Jon Mayo's Rule 5 Preview
Anyhow, he notes Steve Clevenger as a potential Cub that could be taken. He also notes that the Cubs were preparing to be hit a few times. Clevenger's a former IF that moved to catcher. His value would be as a backup backstop that can perhaps be a decent offensive player for the position. Defense is okay.
Pondering some names that could be plucked: I believe BA has mentioned Chirinos as someone that could be plucked. Chirinos is an older guy, former MI as well. He's noted as a good influence and is said to be steady behind the plate. Best case scenario is as a backup backstop. Matt Camp could be a possibility for a team looking for a depth guy. Utility guy from NC State plays a number of positions. Thomas Diamond and Alessandro Maestri seem like two more guys that could be plucked. Diamond was the former Rangers first round pick who we picked up off waivers this past year. There were some positive signs this winter. Maestri has a good fastball/slider combination, but he was a bit off this year while working his way back and control isn't the best. I've long compared him to Mike Wuertz. I wonder about Robert Hernandez, although I would guess no right now. Hernandez has a solid fastball, good changeup combo. He was caught for PED's. He looked real promising when he was a pup at Peoria, but since then, for some reason, the Cubs haven't pushed him along. Some other names that could perhaps be picked: JR Mathes (lefty has been in the system for awhile, average stuff at best), Muyco (former catcher), Jeremy Papelbon (talk is that he takes awhile to warm up so may not be a great fit in the pen as a LOOGY type), Greg Reinhard (solid year in AAA, we picked him up in the Jae-Kuk Ryu trade), Vince Perkins (former Blue Jays top prospect still flashes a mid-90's fb with a solid slider), Jayson Ruhlman (has some LOOGY potential), and Chris Robinson (picked him up in the Neifi trade, solid enough defensively, bat is fringy). Those are the available Cubs that stand out to me as guys that have a shot of being plucked in the major league phase.
I haven't really contemplated names of guys that are available. Tbh, I'm not expecting us to exercise our pick. After all, what are we going to add? More pen arms? We have enough young pen arms. The chances of finding a starter there is slim. BA notes Tim Gustafson, who's sort of on that Mitch Atkins/Casey Coleman ish level. That said, maybe there's a power arm out there that they really like, which I wouldn't be against. Positionally, it's hard for me to see us pluck anyone. I mean, there are some glove-first shortstops, but in that case, just give Andres Blanco the job. The chances of finding a starting CF in Rule 5 is a bit slim. That said, I haven't looked through the available players deep enough, so maybe someone's there. One guy that briefly caught my eye is Corey Wimberly (A's got him from Colorado in the Matt Murton deal, IIRC). He mildly catches my eye as a potential depth guy with some speed and perhaps the ability to perhaps compete for the backup OF job with Sam Fuld(though I'm not too sure how good he would be out there).
I imagine we'll pluck some folks in the minor league phase.

So are we unlikely to lose Darwin Barney? I don’t think he’s on the 40 man roster, and he seems like a good candidate for a utility guy in the majors. IMO, I hope we don’t lose him.

Isn’t up for Rule 5 yet. He’ll be Rule 5 eligible after the 2010 season.
The one thing I am hoping is that
of the three backup catchers (Robinson Chirinos, Steve Clevenger, Chris Robinson) that could potentially be picked (well, there’s others, but the more notable three) that we will be able to keep 1 or more. The talk this offseason has been that Chirinos is the most ready to step in as a backup, but it’d be nice to have Clevenger around as a lefty bat to replace Koyie Hill. That said, I just hope one of them is around. While I’m not as down on Welington Castillo as others are, he really shouldn’t be called up at any point early in the year. Having one of the aforementioned three could allow us to go internally for a backup backstop if Soto or Hill go down.

Ok, quick and dirty, here goes
If a player has been with an organization for four years (5 if they were signed before they were 19 years old) and is still not on the 40 man roster, he is eligible for selection in the Rule 5 draft. The drafting team must pay the original team $50k. The draft is in reverse order of record, so the team with the worst record the previous season picks first.
The drafting team must place the drafted player on their 40 man roster, and he must remain with the big-league team for the entire year. If the drafting team wants to send the player down they must first offer him back to the original team for $25k. Quite often we see players come up with mysterious injuries that land them on the disabled list, allowing the drafting team to “stash” the player on the dl rather than offering them back to their old team.
Two things I’m not sure of: If a player is traded from one organization to another sometime during those first four years, is the clock still counting? Also, I was constantly confused last year regarding whether or not players had to go through waivers before being offered back to their original team.

It’s an interesting move. The positive side is that he does offer a starter’s arsenal and he will add competition. I’m not real sure how he fits into the picture if he doesn’t make it out of spring – I guess he could be the long man.
That said, at the end of the day, the way to look at it is, it’s a cheap gamble, and we get a guy to test out in spring. Reality is, most Rule 5 picks don’t succeed, so the expectation isn’t high here. If he can force his way in as the 5th starter (I think I would prefer him over Samardzjia, tbh) or long man for the early part of the year, then that’s valuable enough. If he shows enough, I can see the Cubs try to stash him away after the requisite time has passed where he doesn’t offer to be offered back (similar to what happened to David Patton last year).
On the positive side, we didn’t lose anyone.

but nothing personal to him, it’s not something I really care about. Just minor league arms getting swapped around.

I think Diamond has a better chance to be an impact pitcher than Parisi
