Correct.
The boards that were put up were a placeholder to show potential advertisers the location they’d be getting. There was no way that rickety structure was going to be put up literally ON a seat, with 2-by-4’s holding it up.
My guess is that it will wind up BEHIND the bleachers, probably attached to the back wall by some sort of permanent structure.

Echoing what others were saying...
… the point was that either a.) the Horseshoe Casino/rooftop owner would cave in and pay up or b.) there would be something more permanent however it would not be be constructed as is. Not only would the structure be more attractive to fit in with the area but it would be placed differently. The structure will likely either be attached behind the back of the bleacher walkway (behind the last row of seating) or anchored in some way to the walkway itself. This isn’t going to interfere with your view of anything.
