A bit misleading at first
My first thought was 7th was way too high. BP was nowhere near that. However they combine major and minor league personnel. The major league pulls up the organization quite a bit.

i’d guess 20 overall.

at least we're better than the
salary skimmers (nats)

Tigers, D-Backs, Nationals, Astros
Pirates are ahead of the Cubs at 22. They have Alvarez and McCutchen so that probably helps push them ahead of the Cubs but they aren’t very deep either.
By the way, the Padres are 25.

Actually
He is ranking the organizations on their ability to contend for a WS title within the next 5 years and the health of the organization going forward. Calls the Cubs the “class of the National League,” in terms of the talent that they have on their ML roster currently. However, forecasts a steep dropoff in talent down the line since there is not much in terms of MiL talent to refresh the roster. It was reported as “Josh Vitters and then a pretty large gaping hole.”

deficit in minor league talent not huge issue
The Cubs have the resources to re-make their roster without relying strictly on minor league talent. Hendry has shown he can use the players he does have in the minors to make deals to acquire top tier talent like Lee and Ramirez. He has also shown that he will fill in the gaps with free agents like Lilly, Dempster, Soriano and Bradley. While it would be nice to see the talent in the minors improve it hasn’t hamstrung the Cubs from winning division titles under Hendry. Considering the Cubs have produced Zambrano, Marmol, and Soto they have shown they can bring up big league talent.
