What the what?
It looks like he’s wearing a girdle with a picture of Wrigley Field on the back. And is that an ethereal image of Harry Caray floating just below his neck? What…what…what the what?

Clearly it isn't finished yet
They usually do the outline and then fill in the rest. A tatoo that size would take multiple sittings complete. It looks very very vivid so it’s probably recent.
That said, the guy’s still a dumbass because 1) Why show off a tat that isn’t done? and 2) That tatoo is going to look awful in 25 years.

And not my idea of a good time, but it’s his skin so it’s nobody else’s business. I wonder if the floating Harry is a little homage to the Harry balloon that someone was flying over the left field bleachers during the 1998 play-off game against the Giants.
