Not at all shocking.
The Cubs have a high payroll and finished in fifth place.
I have said for a long time...
…the ROI (wins per dollars spent) is not pretty during Hendry’s tenure compared to the rest of baseball.
This is especially true when you look right within the Cubs division, and this is your main competition in getting to the playoffs.

A player's wage is commensurate
with his market value at the time he’s offered the contract. The value of a contract in no way represents a player’s actual talent. These type of “wins per dollars spent” stats are pretty useless, but are interesting to look at. Obviously, any such number to correspond to the Padres payroll is more economical.

There is some truth...
…to what you say, but even the Yanks with their 200+ mil payroll aren’t found in the bottom five and neither are the Red Sox on a down year.
I would venture a guess the Cubs will be in the bottom five again after 2011.

It says right below it that the Yankees ranked first in most money spent per win and the Red Sox were 3rd.
