Actually, it says the opposite
Rather than just cutting ties completely with two useless players, the Cubs assigned them to Iowa. Unless this is some kind of required move because the Cubs still owe them health coverage, it isn’t a good sign.

It doesn't really matter.
Someone has to eat innings at AAA, and we aren’t exactly loaded with upper level pitching prospects. Anyone else would just be the next Berg or Schlitter. Now if these two are ever added back to the 40-man, then we’ll have problems.
I think you're reading a little too much into this
Berg is a minor league free agent as a result of this move anyway.

Eh.... someone has to throw at Iowa.
You have to fill the organization somehow. I don’t think anyone is penciling these guys in for a long look in Mesa. It’s essentially a zero investment – you can always cut them later if/when more bodies arrive who are capable of throwing in Des Moines. In the meantime, they’re off the 40 man, no harm done.

What would make a longer list…the guys on the 40 man roster who should remain OR the guys on the 40 man roster who should go?

Didn't both of these players have TJ surgery this season?
If so, the Cubs are on the hook for their medical expenses (workman’s comp) so they might as well keep them in the org.

I heard Schlitter
missed the entire 2011 season with an elbow injury.
Berg just had that TJ in September and is likely to miss the entire 2012 season.

Had been claimed by the Yankees and then the Philles before he was returned to the Cubs by the Commissioner’s Office because he was injured.
Essentially, MLB ordered the Cubs to pay for his rehab and salary this past season because he was injured.
