This is a great read. Thanks for posting.
Hoyer seems to be a GM that likes to take low risk gambles with players.
He also likes to move middle relievers for you valvable talent (two guys for Maybran, Adams and now Marshall).
He also seems to be risk adverse to singinging longterm contracts. I think this doesnt bode well for signing fielder.
Overall I Hoyer was able to build a completive roster (for a year) while adding serious depth in two short years (8 of 10 top padres prospects where aquired by Hoyer). Im excited to see what he can do in two years with the cubs.

the risk aversion for long term contracts may have a lot to do with San Diego’s payroll. He may pass on Fielder this time around, but there will certainly be (and there better be) big contracts down the line.

It's probably premature to make judgements about his willingness to do long-term deals
considering the financial constraints he was under in San Diego.
