Proposed signage is reviewed on a case-by-case basis, and the Commission’s approval of the proposed sign should not be considered indicative of how it may consider other similar proposed signs in the future, both in terms of the specific proposal as well as relative to the cumulative visual impact of signage on the historic and architectural character of the ballpark. Additionally, the Chicago Cubs may wish to consider submitting a Master Sign Program to govern the future review and approval of signage if additional signs are contemplated.
A Master Sign Program? I’m thinking the Cubs don’t have one of those, yet, anyway.

I don't think it was an actual requirement from the city...
rather, it was more like a way to assure folks the Toyota sign was a one-time thing, i.e. addressing any signage-creep concerns. Before any other major signage changes would take place, the Cubs would supposedly put together a detailed master sign program and review with proper authorities.
If nothing has happened on this front, then this was probably just another crumb the Cubs tossed to Ald. Tunney so he could tell everyone in the ward how he faced down the big bad Cubs again…

I’m puzzled by this. I don’t see a chain link fence in front of the sign.
Are they referring to the basket? Have any of them ever actually seen the inside of the park?

If you were sitting behind the Cubs dugout, you sould see the information – or advertisement – on the LED board, but not the fence in front of it. This is standard for the LED boards that are on or near the playing surface.
