Why Isn't Andre Dawson's Number Retired?

Long time lurker, first time post. Something that has been bugging me lately watching games is the fact Chris Coghlan is wearing #8. For the longest time, no one wore that number (at least that I can remember) and I think it's a crime the Hawk's number is now worn by a guy who probably won't even be with the team in a year.

But to me it brings up a bigger issue. Why isn't Dawson's number retired? For what he did for the Cubs (taking a blank paycheck...who would do that today???), having the monster year in 1987 on an awful team and leading the Cubs to the East title in 1989, isn't that enough? I get that his number was retired with the Expos, but I don't think it's out of the question, considering all he did for the Cubs, to retire his number at Wrigley as well.
